The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) was originally formed in 1949 as a temporary agency to provide emergency relief to Arab refugees. But today, all evidence points to the fact that UNRWA has strayed far from its original mission and is hindering, rather than helping, the plight of Palestinian refugees and the chances for an enduring Israeli-Arab peace settlement. Critics charge that the agency:
* Does not improve the plight of Palestinians, and has in fact relegated millions to poverty by assigning to them permanent "refugee" status;
* Plays an indirect role in supporting and legitimizing Hamas and other terrorist organizations by employing terrorists;
* Promotes anti-Semitism and hatred of Israel through the use of textbooks in UNRWA schools that are harshly biased against the Jewish state.
The need for UNRWA reform is critical. A new bill (H. Con. Res. 29) introduced in Congress by Mark Kirk (R-Ill.) and Steve Rothman (D-NJ) would require that UNRWA operate in compliance with existing U.S. laws to ensure that no American taxpayer dollars are being directed to terrorists or to further terrorist propaganda. In addition, it would call on UNRWA to publish online copies of all the educational material used in its schools, and urge the agency to adopt strict screening procedures to ensure that no terrorists are included among UNRWA staff.
UNRWA's budget now stands at well over $400 million, a large portion of which is funded by the U.S. As your constituent and a supporter of Israel's right to exist in peace and security, I urge you to support this important legislation that will ensure that American tax dollars are not being spent on ineffective programs that spread anti-Semitic prejudice and undermine the ongoing search for peace and security of our staunchest ally, Israel.
